Defence Construction Canada (DCC) invites you to consider joining our Halifax team! DCC is a dynamic and fast‑paced Crown corporation whose clients include the Canadian Armed Forces and the Department of National Defence. We are currently recruiting an enthusiastic and motivated Program Manager to support the delivery of major naval infrastructure projects and programs. Reporting to the Site Manager, the Program Manager is responsible and accountable for efficient and effective delivery of multiple large and/or complex programs, and of services by multiple service lines. The Program Manager plans, allocates, organizes, manages and oversees resources, ensures overall compliance with policies and procedures, identifies, tracks, reports on and mitigates service delivery risks, and manages the Client‑Partner relationship. The incumbent also supports, promotes and provides input to regional and national objectives and initiatives, and supports the management of finances at their assigned site. Leading and motivating a large team of professionals, the incumbent manages the human resources responsibilities for the team and optimises employee skills and knowledge, while coordinating service line integration and collaboration. The Program Manager also supports the Site Manager in communicating corporate, regional and site messages to employees. The incumbent develops creative solutions and ensures the team is focused on collaboration, and quality and timeliness of deliverables.
KEY AND PERIODIC ACTIVITIES Primary Manage and coordinate service line integration and collaboration within the team to ensure efficient and effective delivery of multiple large and/or complex programs and meet Client‑Partner requirements, in line with corporate direction, policies and procedures Support, promote and provide input to site and regional objectives, initiatives and business development opportunities Plan and allocate resources in support of efficient program and service delivery (e.g. human resources, materials) Negotiate and sign service level arrangements within delegated signing authority Support the management of finances at the assigned site (e.g. program forecasting and tracking, financial reporting, time entry, expense claims, service billing and collection) Monitor key performance indicators and business performance indicators for programs and service lines, and implement any necessary corrective actions Resolve internal conflicts and those with the Client‑Partners, as required Maintain open communications within the site, region and DCC, and act as primary point of contact for Client‑Partners and other stakeholders Oversee assignment of delegated signing authority for direct and indirect reports Ensure quality standards are met, in line with corporate and Client‑Partner expectations Develop and maintain effective relationships within DCC, and with industry, the Client‑Partners and/or stakeholders Perform human resources functions (e.g. coach, supervise, mentor, plan and allocate resources, manage performance) Other Manage risk Ensure adherence to corporate and operational health and safety and security requirements Establish and encourage communication and involvement with local industry and associations Other duties as assigned SKILLS General and Specific Knowledge Best practices, methods, trends and legislation in construction, engineering, architecture, real property management and environmental services Best practices and trends in strategic planning, financial management and human resources management Specialized knowledge of one or more DCC service lines Project and risk management principles Health and safety management Formal Education and/or Certification(s) and Experience Minimum: university degree in engineering, architecture, environmental studies, business or related field with eight years’ relevant experience, or the equivalent Preferred: additional training in project management, business administration, human resources and/or leadership; experience developing and delivering infrastructure and environmental programs and projects for the Department of National Defence; and experience in, training or professional certification relevant to one or more DCC service lines ABILITIES Use applicable computer software and operating systems Apply project, contract and risk management techniques Demonstrate business acumen, leadership and human resources management skills DEVELOPMENT AND LEADERSHIP Lead and manage direct and indirect reports WORKING CONDITIONS Typical office environment with occasional travel Some work may be located on construction and environmental project sites; incumbent may occasionally be required to wear basic safety equipment Check out your benefits Working with us offers excellent opportunities for growth and advancement—and entitles you to one of the job market’s best benefits packages valued at between 25 and 30% of your salary.
