Job Summary The People + Culture (P+C) Analyst is responsible for the processing, organization, and maintenance of data collected by the P+C department.
This position is also responsible for reporting, analytics, and special projects related to the P+C department. Essential Job Functions and Other Important Duties Proactively coordinates and works with IT, Finance, and other City departments on the maintenance, enhancement, and administration of the City's employee personnel and payroll system. Trains managers and staff on how to use the City's Human Resources Information System (HRIS) to initiate or approve human resources-related transactions.
Responsible for creating and updating job aids for employees and managers related to time keeping, and recruitment/hiring for positions. Works collaboratively with department directors, managers, and supervisors on classification and compensation-related issues, including position control data and organizational structure. Creates and maintains organizational charts for all departments in the City.
Conducts classification and compensation analysis of positions and recommends appropriate titles, pay grades, job descriptions, and the FLSA exemption status as needed. Ensures human resources personnel actions conform with federal law, state law, and City policies. Performs monthly reporting of data to City Leadership including, but not limited to vacancy rate, turnover rate, exit survey feedback, timekeeping, and benefit utilization.
Provides coordination and support for Learning Management System, including enrolling and monitoring compliance of required training for City employees. Researches, collects data, analyzes and produces analytical reports as requested for City leadership. Responsible for the City's compensation and classification program, including but not limited to, gathering benchmark data, compiling and analyzing results, making recommendations for structure adjustments and changes to the matrix for merit increases; updating pay structures as needed; and producing reports for City management for determination of annual compensation proposals and/or to analyze trends.
Coordinates with HR, Budget, and Payroll staff to support position control, compensation, and personnel action processing. Attends meetings as required; interface with other City and community organizations, as requested. Be accessible via personal cell phone to address job-related issues or emergencies, using City applications.
Other duties as assigned. Job Qualifications Formal Education: Bachelor's degree in Human Resources, Business Management, or a related field preferred. Relatable Work Experience: Three (3) years of experience in human resource administration with one of the years in compensation administration/HRIS systems.
Public sector human resource administration preferred or any equivalent combination of experience and training that provides the required knowledge, skills, and abilities. Training, Licenses, and Certifications: PHR or SHRM-CP preferred. Preferred Qualifications: Experience with the Tyler Munis HRIS system is strongly preferred.
Knowledge, Skills, and Abilities Needed & Environmental Factors and Other Physical Requirements Maintaining confidential information restricted to specific persons. Knowledge of compensation and classification practices and principles. Knowledge of various laws that impact Human Resources.
Ability to enter, search, and organize data in an HRIS. Strong Microsoft Office skills including Forms, Excel, Sharepoint, and PowerPoint. Ability to communicate effectively, both orally and in writing.
Ability to establish and maintain effective working relationships with co-workers. Able to read and understand technical manuals, policies and procedures, system documentation. Able to write clear, accurate, timely documentation.
Able to write clear, concise memos in non-technical terminology to brief managers and supervisors. Able to exercise sound judgment in interpretations and decisions. Subject to sitting and standing to perform essential functions in an office environment, mostly sedentary position.
Visual acuity, speech, and hearing; hand and eye coordination and manual dexterity necessary to operate office equipment Regularly scheduled for 5-day, 40-hour workweek, Monday through Friday; overtime occasionally required.
