Job Information Job Title: Manager, Intergovernmental Policy Job Requisition ID: 85554 Ministry: Assisted Living and Social Services Location: Edmonton Full or Part-Time: Full-Time Hours of Work: 36.25 hours per week Permanent/Temporary: Permanent Scope: Open Competition Closing Date: July 17, 2026 Classification: Manager Zone 2 Salary: $3,920.66 to $5,276.07 bi-weekly ($102,329 - $137,705/year) Role Responsibilities Are you interested in contributing to ALSS’s cross‑jurisdictional engagement and supporting high profile intergovernmental discussions involving senior officials? SPPCA is seeking a Manager, Intergovernmental Policy, to join the Intergovernmental Relations Unit, to play a key role in supporting ALSS in engaging with partners across the country through research, policy analysis, stakeholder coordination and providing strategic advice. Provide leadership, advice and assistance internally and externally in the development of health and social related federal/provincial/territorial policy and issues management, including the identification and analysis of strategic responses to F/P/T issues facing the Ministry and the Government of Alberta.
Establish and maintain positive and effective working relationships with key stakeholders for the purpose of gaining intelligence and strategically positioning Alberta’s interests. Lead in the development of F/P/T initiatives by analyzing interprovincial and Departmental policy documents, developing briefing materials, and providing policy advice and strategic direction to the Minister and Deputy Minister. Oversee and provide direction in the coordination and preparation of briefing materials from program areas for Ministers’ and Deputy Ministers’ meetings/teleconferences.
Provide direction to program areas on the specific processes for forwarding common briefings, developing Alberta position briefings and meeting tight timelines for submissions. Provide leadership and direction in the process to review, approve and sign‑off of intergovernmental agreements. Oversee the internal review of all intergovernmental agreements from program, legal and intergovernmental perspectives, and collaborate with Executive Council to ensure compliance and consistency with GOA policy, legislation and process provisions regarding the execution of intergovernmental agreements.

Qualifications University graduation in a related field (e.g., political science, international relations, public administration, law) plus a minimum of four (4) years progressively responsible related experience.
Equivalency: 1 year of education for 1 year of experience; or 1 year of experience for 1 year of education. What You Bring Demonstrated initiative, sound judgment, and a strong work ethic, with the ability to work independently while contributing positively to a collaborative team environment. Exceptional written and verbal communication skills, including the ability to distill complex information into clear, actionable advice for senior decision-makers.
Strong research and analytical skills, with the ability to quickly understand new issues, identify implications for Alberta, and provide practical recommendations. Excellent organizational and project management skills, with the ability to manage multiple high‑priority files and deliver results under tight timelines. Strong interpersonal skills and the ability to build productive relationships with colleagues, stakeholders, and government partners from diverse backgrounds and jurisdictions.
