About the Role
As part of the establishment and structuring of a subsidiary in France, we are looking for an experienced Project Control Manager to lead all Project Controls matters for our data center projects, from preparation and monitoring through site close control management up to close-out and results/feedback. The role provides strategic vision and leadership across all project phases, from design to completion, driving the project at every stage.
The Project Control Manager leads the Project Controls team, whose composition can vary from project to project; on the some projects, this covers Finance, Schedule, Documentation Control, and Project Reporting. The quality and accuracy of the team's deliverables are key to completing projects on Quality, Cost and Time. This position requires a hands-on mindset and the ability to operate in a build-up environment, contributing to the structuring of processes, tools, and local teams in France.
Key Responsibilities
Project Planning and Scheduling
• Develop and maintain integrated project schedules using Primavera P6, MS Project, or equivalent tools.
• Establish project baselines, milestones, critical paths, and reporting calendars.
• Monitor progress against the approved schedule, analyse schedule variances, and identify recovery opportunities.
• Support the development of mitigation and acceleration plans.
Cost Control and Budget Management
• Develop and maintain project cost control systems.
• Monitor project expenditures against approved budgets and track commitments, accruals, and actual costs.
• Perform cost variance analysis and trend identification.
• Ensure cost forecasts are kept up to date and aligned with project objectives.
Progress Measurement & Governance
• Implement project controls procedures, standards, and governance requirements.
• Ensure compliance with company and client reporting standards.
• Develop project control plans and reporting protocols.
• Conduct audits of project control processes and data integrity.
Forecast and Performance Reporting
• Prepare regular project performance reports and dashboards.
• Forecast project completion dates and final costs.
• Measure project performance using KPIs and Earned Value Management (EVM) techniques.
• Present performance data to project leadership and clients, providing early warning of potential deviations from budget or schedule.
Project Director Deputy Mission
• Replace the Project Director during periods of absence.
• Ensure the continuity of daily business at site.
• Participate in meetings and rituals as defined by the Project Director.
Team Leadership
• Ensure consistency of project controls practices across projects.
• Promote best practices and continuous improvement initiatives.
• Manage project controls resources and workload planning.
• Define clear roles, responsibilities, and performance expectations for team members.
• Foster a collaborative, high-performance, and client-focused project culture.
• Support career development through training, mentoring, and structured growth opportunities.
HSE Leadership
• Respect the processes and practices of CTS Europe France.
• Apply the CTS Europe France HSE policy and, more broadly, the French Labor Code.
Authorities
• Full responsibility for end-to-end Project Control deliveries.
• Submit all Project Control documentation to the Project Director for acceptance.
• Coordinate all Project Control disciplines and team members.
• Manage the Project Control resources assigned to the Project.
Required Skills and Experience
• Engineering degree or Master of Science in a discipline relevant to the data center business.
• 10+ years of experience managing Project Control teams and related scope.
• End-to-end data center knowledge (preferred) or end-to-end industrial/power complex project delivery knowledge (mandatory), including project governance.
• Specialist expertise across all Project Controls disciplines, with a strong track record in delivering and maintaining full Project Control processes.
• Good knowledge of project controls tools and databases, as well as classic ERP systems.
• Experience in complex data center or critical facility projects as Project Control Officer or Project Manager/Lot Leader.
• Proven ability to coordinate with clients, contractors, and stakeholders.
• QA/QC and construction handover experience.
• Fluency in French and English is required (native or professional working proficiency).
• Strategic, proactive, and solution-oriented, with strong leadership and people management skills.
• Excellent communication and presentation skills; client-focused and collaborative.
• Flexible and motivated, able to manage complex projects and cases, and comfortable operating in an environment where processes and reference frameworks are being adapted to the French context.
