Job Description
SALARY $7,631.00 - $9,275.00 monthly; depending on experience GENERAL PURPOSE Under the direction of the Deputy City Attorney, perform duties of an experienced legal analyst for the Office of the City Attorney performing complex and substantive paraprofessional work authorized by state law and court rules, and as delegated by an attorney or the Senior Legal Analyst. ESSENTIAL DUTIES AND RESPONSIBILITIES Provide paraprofessional legal and clerical, technical, and administrative support to the department’s attorneys. Perform research, review, and comprehend legal precedent; prepare draft opinions; draft original documents including contracts, letters, memoranda, legal opinions, and other documents; prepare and process legal documents such as ordinances, resolutions, council motions, and supporting documents; assist with appellate level motions and briefs; file and manage court documents; and maintain records.
Serve as liaison between attorneys and the public, resolve complaints, and make referrals. Manage public records requests, maintain records retention schedule, assist with personnel and labor issues, manage bankruptcies and proof of claims, maintain filing systems, handle incoming and outgoing mail, book telephone calls, edit and proofread legal documents, maintain law library, order office supplies, process timesheets and payroll, coordinate office activities, monitor continuing legal education credits, and support departmental mission. PERIPHERAL DUTIES Fill in for and assist other office personnel as assigned; perform related duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES KNOWLEDGE OF Legal terminology, documents, and procedures relevant to court and administrative proceedings. Applicable local, state, and federal laws, codes, regulations, ordinances, policies, and procedures related to municipal operations. Municipal government organization, operations, structure, policies, and objectives.
Principles, practices, and procedures of civil and administrative law. Budgeting procedures including accounts payable, accounts receivable, monitoring, transfers, and reporting. Record and file keeping and organizational techniques.
Modern office practices, procedures, and equipment; municipal and legal software; Microsoft Outlook, Word, Teams, Power Point, Adobe. Organizational techniques for computer file directories, templates, form banks. SKILLED IN Electronic legal research, analysis, organization, and evaluation of case facts and legal precedents.
Extensive writing skills, preparation and drafting of legal memoranda, opinions, brief, findings of fact. Advanced writing skills using correct English grammar, spelling, punctuation. Interpersonal skills in a tactful, patient, and courteous manner.
Teamwork and initiative. Maintaining complex files and records; implementing electronic filing processes. Advanced document preparation using Microsoft suite of programs.
ABILITY TO Read, interpret, apply, and explain documents such as rules, laws, regulations. Speak and present information; respond to questions from attorneys, residents, agencies. Provide effective paraprofessional legal and administrative support.
Analyze situations accurately; adopt effective course of action. Effectively plan and organize work to meet schedules and priorities. Respond to inquiries; complete work with interruptions; coordinate projects with multiple departments, agencies, residents.
Maintain professional etiquette; establish and maintain effective relationships; provide customer service; work confidentially; make decisions within set parameters. SKILLS FOR THE POSITION MAY BE GAINED THROUGH EDUCATION, CERTIFICATION, OR RELEVANT JOB EXPERIENCE Education: High school diploma or equivalent supplemented by either two (2) years of college level coursework in paralegal/legal assistant education/training or completion of a formal paralegal or legal secretary education/training program. Experience: Three (3) years of increasingly responsible paralegal experience.
LICENSES AND OTHER REQUIREMENTS Notary Public License or ability to obtain within six (6) months of employment. Paralegal certification preferred. Multilingual desirable.
Completion of position relevant background check. MACHINES, TOOLS AND EQUIPMENT USED Typical business office machinery and equipment including, but not limited to, personal computer, the Microsoft suite of programs, legal research software, document imaging systems, printers/copiers, telephone, fax machine, and calculator. PHYSICAL DEMANDS Regularly required to sit; use hands to finger, handle, or feel; talk; and hear.
Frequently required to reach with hands and arms. Occasionally required to stand; walk; climb or balance; stoop, kneel, crouch, or crawl. Incumbent occasionally required to lift and/or move up to 25 pounds with or without assistance.
Required vision abilities include close, distance, color, and peripheral vision; depth perception; ability to adjust focus. WORKING CONDITIONS Work performed in an indoor office environment subject to frequent interruptions by residents, employees, telephone calls, and inter‑office activities. May occasionally attend evening meetings or travel to off‑site meeting locations.
