Job Summary We are seeking a Subject Matter Expert (SME)-level Lead Systems Engineer to plan, coordinate, and oversee the development and implementation of new systems and technologies for the U.S. Census Bureau’s Decennial Transformation and Application Modernization (DTAM) effort. This role provides technical and management leadership on major engineering assignments, translating business requirements into technical solutions and driving the implementation of scaled agile methodologies across a System of Systems (SoS).
The Lead Systems Engineer owns systems engineering management processes, the Integration and Implementation Plan (IIP), and technical integration across Decennial stakeholders. Decision-making and domain knowledge have a critical impact on overall program implementation. May supervise others.
Responsibilities Establish, document, and maintain systems engineering management process documentation, including the SEMP, Test and Evaluation Management Plans (TEMP), and Concept of Operations Create and maintain the Integration and Implementation Plan (IIP), defining major and interim milestones, Readiness Review (RR) success criteria, and SoS integration narrative Support technical integration within all functional areas of Operational Delivery and integrated product teams in accordance with the SEMP Facilitate and support Technical Review Boards (TRBs) as required Coordinate and oversee technical and business integration activities across Decennial stakeholders, third‑party contractors, purpose‑built systems, and the Business Ecosystem Develop, document, and maintain IT planning and strategy documents, such as the IT Strategy and Roadmap Validate systems engineering designs and plans and support the Decennial Disposition Management Plan Develop and support a technical onboarding process and training for systems supporting the Decennial Census Program Assist Integrated Product Teams, OD Teams, and system teams in implementing System Development Life Cycle (SDLC) tools Drive the implementation and utilization of scaled agile methodologies across multi‑team delivery environments Distribute and communicate updates to systems engineering processes and manage the transition to updated processes Education and Experience Bachelor’s degree in Systems Engineering, Computer Science, Engineering, or a related field 15+ years of experience providing technical and management leadership on major systems engineering assignments (SME level) Required Skills Expert experience in systems engineering management across the full system development and operational lifecycle Demonstrated ability to author and maintain SEMP, TEMP, IIP, and Concept of Operations documentation Experience driving technical integration across a System of Systems (SoS) with multiple service and solution providers Strong background implementing scaled agile methodologies in large, multi‑team programs Experience facilitating Technical Review Boards and engineering governance Certifications Cloud certification (AWS / Azure / Google) Agile certification (Scrum / SAFe) Certified Systems Engineering Professional (CSEP) Desired Skills Experience with large‑scale federal modernization or data‑centric cloud transformation programs Familiarity with DevSecOps, cloud‑native architecture, and SDLC tooling Experience with disposition management and operational delivery / readiness reviews Excellent written and verbal communication skills, including executive briefing to senior Government stakeholders Security Clearance U.S. Citizenship required.
