An opportunity has arisen for a permanent Lead Delivery Manager role in the Digital Services division at Public Health Wales. We are looking for a skilled and experienced delivery manager to help us develop our services for public health.

If you'd like to discuss the role further, please contact Dafydd James, Head of Digital Experience and Services: [email protected] Main duties of the job As a Lead for the division, you'll be working with teams across the organisation and beyond to deliver user-focused projects that make a positive difference to the people of Wales. You'll lead and manage the Development Team and help them prioritise their work, align with the organisation's long-term strategy and the Digital and Data Strategy. You will be part of the senior leadership across the division and the organisation, enabling successful cross-functional partnerships.

You'll be a passionate advocate for user needs and Agile approaches. You have experience of running Agile teams through Sprints and Epics to deliver brilliant services at pace, without stifling good governance or quality and testing processes. You will be instrumental in the continuous delivery of a strong, flexible development profession, and contribute to associated frameworks and standards within the digital, data and technology area.

As a strategic thinker, you will be constantly horizon scanning, identifying areas for discovery. You will create development roadmaps for services and be adept at handling migrations and managing legacy systems into end-of-life decommissioning. You have a strong background of understanding technical and data architectures, with the ability to scale up operations and manage contractors and suppliers.

Job responsibilities Lead on the delivery of Agile software development for the organization Manage, motivate and lead a team of software developers Direct the software development for large-scaled digital products and programmes for a number of different public health services Leadership and direction of all aspects of software development, testing and architecture, establishing best practices and coding standards and ensuring adherence to policies and procedures Create, develop and implement short, medium and long-term strategic plans, reflecting a number of competing and complex challenges that may impact across the organization Lead discovery phases to ensure that intent and user research are clarified before investing in new platforms Deliver alpha, beta and live services with energy and efficiency, leading sprint teams, backlogs, and managing the teams change control process Create an environment for collaboration and empowerment and provide coaching and support to the team Manage the work of fixed term contractors and third-party consultants in relevant workstreams to include specification of requirements, technical management and performance managing delivery Provide expert advice, guidance and training both internally and externally to NHS Wales and partner organisations on system development Manage expectations with proactive and clear communication, facilitating discussion and challenging conversations Help to develop and implement a successful, user-focused Digital and Data Strategy for the organization You will be able to find a full Job description and Person Specification attached within the supporting documents or please click Apply now to view in Trac.

Person Specification Qualifications and Knowledge Educated to Master's Degree level/level 7 OR equivalent work of work-based experience and specialist knowledge Knowledge of Agile methodologies and principles A working knowledge of systems architecture and standards User experience design practice and an understanding of how to convey user needs in user stories and development tasks Certification or qualifications in agile or software development methodologies Experience Experience of leading and managing software development and delivery teams Experience of implementing methodologies and policies for governance software and digital delivery Experience of providing coaching and support to developers and/or delivery managers Experience of leading DevOps, .Net Frameworks and SQL Aptitude and Abilities Ability to lead discovery phases on initiatives to define and redefine approaches to digital services Delivering alpha, beta and live services with energy and efficiency, helping to maintain team stamina levels over many sprints Directing the software development element of large-scale technical IT projects and programmes Ability to develop and maintain effective working relationships across multi-functional teams and stakeholders Excellent organisational skills to manage complex workloads, multi-task in complex and sensitive environments Excellent Analytical skills in order to investigate and resolve highly complex issues Effective interpersonal, negotiation and influencing skills Personal Attributes and Values A focus on user needs, accessibility, and equality Ability to foster a culture of openness and sharing Ability to concentrate for long periods while designing and developing complex systems when they may be frequent interruptions Other Ability to travel between sites in a timely manner to meet the needs of the service Ability to work flexible hours when needed Ability to work away from base when required Able to participate in on-call rota Welsh Speaker Disclosure and Barring Service Check This post is subject to the Rehabilitation of Offenders Act (Exceptions Order) 1975 and as such it will be necessary for a submission for Disclosure to be made to the Disclosure and Barring Service (formerly known as CRB) to check for any previous criminal convictions. #J-18808-Ljbffr
