This posting seeks to fill at either the IT Project Manager or Enterprise Program and Project Consultant; whichever level is most suited to the qualifications of the applying candidate.

IT Project Manager

Job Function: Manages multiple moderately to highly complex IT projects simultaneously, utilizing cross-functional teams to deliver the right product at the right quality within the required timeframe and at the right price. Provides project team leadership and is responsible for project development, planning, execution, timing, functionality, control, quality, and cost. Assures legal, internal audit, financial, regulatory, safety and all other requirements are met.

Essential Functions

  • Manages a wide variety of IT, e‑business, telecommunications and business development projects, often several simultaneously; coordinates project teams in a matrix environment, establishes individual accountabilities, identifies key resource requirements, develops project charters/plans, and writes status/closing reports. Communicates with IT staff and external stakeholders.
  • Develops project schedules with cost estimates and strategies to meet them (including WBS, schedules, budgets, responsibility matrices, communication and risk management plans). Negotiates scope and schedule with sponsors and obtains approvals. Solves problems and leads team members to meet project goals, early‑identifying potential problem areas.
  • Performs project technical reviews/audits to ensure compliance with IT standards, HECO policies, and project plans. Participates as a subject‑matter expert in special projects, which may include research and development work.
  • Leads a team of people, assigning work, monitoring progress, and overseeing performance, training and development needs.
  • Prepares work requests, evaluates company or ITS department requests, and makes recommendations; may assist in company‑level budget preparation.
  • Remain available for scheduled and unscheduled work, including outside normal business hours and weekends.
  • Participates in company emergency response activities as assigned.

Basic Qualifications

  • Knowledge of principles and theories of information technologies, e‑business and telecommunications.
  • Experience in information system development, e‑business and telecommunications associated with electric utility IT.
  • Knowledge of project management standards and methodologies, and use of project management software tools.
  • Knowledge of personal computers and/or Unix systems and related software applications.
  • Working knowledge of company policies and procedures relevant to specific projects.

Skills Requirements

  • Demonstrated leadership and effective written, oral, and listening communication skills.
  • Ability to conceptualize new ideas quickly and remain flexible in a demanding work environment.
  • Excellent organizational skills, with the ability to multi‑task and follow‑up systematically.
  • Strong analytical and administrative skills for preparing and monitoring project requirements.
  • Supervisory skills and ability to work with a variety of individuals, including handling sensitive issues.

Experience Requirements

  • Extensive (7 or more years) experience with implementation of information systems, e‑business applications, and/or telecommunications systems.
  • Bachelor’s degree in a relevant discipline or equivalent.
  • PMP certification highly desired.
  • DASM certification highly desired.

Enterprise Program and Project Consultant

Job Function: Plans, directs, and manages the functions and activities of the division to provide expert program and project management execution, consulting, and mentoring enterprise‑wide.

Essential Functions

  • Develops or leads others who develop program/project plans and schedules with cost estimates, strategies and tactics to meet them, including WBS, schedules, budgets, responsibility matrices, communication and risk management plans. Coaches program/project managers and teams.
  • Provides indirect oversight and assistance to programs/projects not directly managed by the Enterprise Project Management Office; consolidates status and assessments for tracking and reporting.
  • Performs program/project technical reviews/audits to ensure compliance with standards, company policies, and regulatory requirements; prepares reports of findings.
  • Builds effective partnerships with executives and managers throughout HEI, HECO, HELCO and MECO; participates in strategic planning at corporate and business‑unit levels.
  • Acts as a subject‑matter expert in program/project management and organizational change management; designs and implements interventions.
  • Recommends and assists in selection of cross‑functional program/project teams; provides performance feedback.
  • Participates in company emergency response activities as assigned.

Basic Qualifications

  • Subject‑matter expertise in the execution of programs/projects in engineering and construction practices in utility transmission, distribution, and/or generation fields.
  • Or expertise in IT operations, application development, production support, and service desk technologies.
  • Knowledge of supervision and change management; experience supervising people directly or in a cross‑matrixed organization.
  • Knowledge of project management standards and methodologies, including risk management.
  • Working knowledge of regulatory requirements (e.g., SOX, PUC, permitting). Highly desired.
  • Working knowledge of technology automation and related software applications.

Skills Requirements

  • Demonstrated supervisory/leadership skills with strong interpersonal skills.

Experience Requirements

  • Extensive (8+ years) experience managing projects in the subject‑matter areas, including at least 6 years as lead project manager.
  • Bachelor’s degree in a relevant discipline or equivalent.
  • Experience with regulatory, social, and public affairs review processes is desirable.
  • PMP certification required; PgMP certification highly desired.
  • Registered in Hawaii as a Professional Engineer or certified planner by a nationally recognized society (e.g., AICP) desired.

Hiring Range: The hiring range for the IT Project Manager (Req ID 10281) position is $97,900.00 to $125,000.00. The hiring range for the Enterprise Program and Project Consultant (Req ID 10281) position is $107,700.00 to $139,800.00. The person selected will be placed according to his/her skills and qualifications.
