You Are:
The Healthcare Interoperability Manager is responsible for the design, implementation, and governance of clinical and administrative data exchanges between healthcare information systems.
This strategic role requires deep expertise in interoperability standards including FHIR, HL7 v2.x, DICOM, ICD-10, SNOMED CT, and LOINC, as well as practical knowledge of Quebec’s digital health ecosystem, including initiatives led by the Ministry of Health and Social Services (MSSS), Dossier Santé Québec (DSQ), and the Government Enterprise Architecture Reference Framework (CRAEG).
The Work:
- Design and implement interoperability architectures compliant with HL7 FHIR R4/R5 and HL7 v2.x standards within Quebec’s clinical systems environment.
- Define data flows between source systems (LIS, CIS, EMR, PACS, RIS) and regional or provincial platforms (DSQ, INESSS, regional hubs).
- Develop FHIR implementation profiles aligned with organizational requirements and Canadian implementation guides (CA Core, IPS Canada).
- Ensure semantic consistency of healthcare data by applying appropriate terminology standards and code sets (SNOMED CT, LOINC, ICD-10-CA, DIN/NPN).
- Interoperability Standards and Technologies
- Model and implement FHIR resources such as Patient, Observation, DiagnosticReport, MedicationRequest, Encounter, and others. HL7 FHIR.
- Develop RESTful FHIR APIs and implementation guides.
- Support interoperability solutions using SMART on FHIR, CDS Hooks, and related standards.
- Design, analyze, and maintain HL7 v2.x messaging interfaces, including:
- Utilize integration engines such as Mirth Connect, Rhapsody, and Azure Health Data Services.
- Oversee medical imaging data exchanges and ensure compliance of DICOM workflows between PACS platforms, imaging modalities, and teleradiology systems (e.g., RUIS, Quebec-Radiology).
- Apply diagnostic classification standards within coding systems and ensure alignment with CIHI guidelines and updates.
- Integrate and harmonize standardized clinical vocabularies across source and target systems.
- Participate in terminology mapping and normalization initiatives.
- Participate in clinical data governance initiatives aligned with MSSS policies, RAMQ standards, and Digital Health Québec directives.
- Ensure interoperability solutions comply with applicable legislation, including:
- Act Respecting Health Services and Social Services (LSSSS)
- Quebec Law 25 (Privacy Protection)
- Contribute to healthcare data security policies, including encryption, access management, and auditability requirements.
- Represent the organization on interoperability-focused committees and industry forums, including HL7 Québec, COACH, Canada Health Infoway, and MSSS working groups.
- Serve as the technical subject matter expert for development teams, solution architects, clinicians, and project managers.
- Create and maintain technical documentation, including:
- Interface specifications
- Data dictionaries
- Integration mappings
- User and implementation guides
- Educate and support internal teams on interoperability best practices and evolving industry standards.
- Participate in testing, validation, deployment, and production support activities for interface implementations.
Here’s What You’ll Need:
- A University Degree is required for this position
- Relevant certifications such as:
- HL7 FHIR Proficiency
- CPHIMS
- RHIA
- Equivalent recognized certification
- 5+ years of experience in healthcare interoperability or systems integration
- Demonstrated experience implementing HL7 FHIR solutions in production environments, including SMART on FHIR APIs and CDS Hooks
- Experience with healthcare integration engines such as:
- Mirth Connect
- Rhapsody
- Azure API Management (APIM)
- Azure Health Data Services
- Equivalent platforms
- Experience working within Quebec’s healthcare ecosystem, including DSQ, regional health systems, and certified EMRs such as Omnimed, ChronoMed, MEDITECH, and other provincial healthcare applications

Preferred Qualifications:
- A Master’s degree
- Active participation in HL7 Québec, HL7 Canada, or Canada Health Infoway communities of practice.
- Experience with FHIR validation and conformance tools, including:
- Inferno
- HAPI FHIR Validator
- HL7 Validator
- Knowledge of:
- SMART on FHIR
- Embedded EHR applications
- Patient-facing portal solutions
- Experience delivering integration projects using Agile/Scrum methodologies.
- Strong English communication skills (written and verbal) to support collaboration with national stakeholders and review international technical specifications.
Compensation at Accenture varies depending on a wide array of factors, which may include but are not limited to the specific office location, role, skill set, and level of experience. As required by local law, Accenture provides a reasonable range of compensation, based on full-time employment, for roles that may be hired as set forth below.
