Job Type: Full-time Schedule: M-F 8:00 am-5:00 pm, with some evening and weekend commitments Location: LatinoBuilt office, 8548 SW Apple Way, Portland, Ore. 97225 Salary: $65K - $70,000 Benefits: package includes comprehensive health, dental, and vision insurance & PTO ABOUT LATINOBUILT LatinoBuilt (LB) is a trade association for Latino Contractors in Oregon, a 501(c)6 whose primary purpose is to support and empower Latino-owned businesses in construction. LatinoBuilt works with partners within the community to address the current inequities and connects contractors to public works project opportunities. In the 5 years after its establishment, LatinoBuilt continues to experience tremendous growth, and we need someone excited to embrace our organization's vision and mission to continue our growth.

Position Summary The Green Program Manager will work closely with LatinoBuilt's Program Director to support the development, management, and implementation of the Green Contractors Program. This position plays a critical role in delivering multiple energy efficiency and clean energy programs funded through Portland's Climate Investment Plan and other industry partners, including the Energy Trust of Oregon (ETO), NW Natural, and the Portland Clean Energy Fund (PCEF). The Green Program Manager will oversee day-to-day program operations, ensure contract and grant compliance, manage two Green Coordinator positions, and lead culturally specific outreach to LatinoBuilt's member minority-owned businesses.

This role requires strong collaboration, project management, and community engagement skills to advance equitable access to green construction and energy efficiency opportunities. Key Responsibilities Program Development & Management Support the planning, development, implementation, and continuous improvement of LatinoBuilt's Green Contractors Program in collaboration with the Program Director. Manage multiple grant- and contract-funded energy efficiency programs, ensuring alignment with funder requirements and organizational goals.

Oversee program deliverables, timelines, scopes of work, and performance metrics as outlined in grant and contract agreements. Grant Compliance, Reporting & Invoicing Ensure accurate data collection, tracking, and reporting for all green program activities. Oversee timely and accurate invoicing for ETO, PCEF, NW Natural, and other partners, with monthly invoices submitted by the 10th of each month.

Maintain organized program documentation to support audits, reporting requirements, and funder compliance. Staff Supervision & Internal Coordination Directly supervise and support two Green Coordinator positions responsible for program delivery. Develop and maintain internal processes and workflows that improve efficiency, accountability, and program enrollment outcomes.

Coordinate closely with the Program Director to align staffing, outreach, and program strategies. Member & Community Outreach Lead culturally specific outreach to LatinoBuilt members, with a focus on minority-owned construction businesses. Support and contribute to LatinoBuilt University courses related to green construction and energy efficiency.

Plan, develop, and participate in community outreach events that promote LatinoBuilt's green programs and partnerships. Partnerships & Community Engagement Develop and maintain strong partnerships with Community-Based Organizations (CBOs), industry partners, and other stakeholders advancing energy efficiency and clean energy. Represent LatinoBuilt in collaborative efforts with reputable organizations aligned with the organization's mission and values.

Energy Trust of Oregon - Community Partner Funder (CPF) Program Oversee LatinoBuilt's participation in the Energy Trust of Oregon Community Partner Funder (CPF) Program. Develop and implement outreach strategies to identify eligible homeowners. Coordinate Home Energy Assessments (HEAs) and facilitate CPF-funded measures.

Provide technical assistance and guidance to LatinoBuilt members participating in the CPF Program. Lead and support Energy Trust incentive application processes for contractors and homeowners. Ensure high-quality customer service for homeowners and contractors, addressing concerns and supporting successful project outcomes.

Qualifications & Skills Experience managing grant-funded programs, preferably in energy efficiency, clean energy, or workforce development. Strong project management, reporting, and data tracking skills. Experience supervising staff and coordinating cross-functional teams.

Demonstrated ability to conduct culturally specific outreach and community engagement. Familiarity with Energy Trust of Oregon, PCEF, NW Natural, or similar programs is strongly preferred. Excellent communication, organizational, and relationship-building skills.

Desired Qualifications: Green Building Credentials (e.g. SHP, LEED GA, LEED AP, other) Capable of reading project blue prints. Architectural project plans.

Knowledge on federal Incentives & Rebates, state issued and regional building upgrade programs offered. Knowledge on the Inflation Reduction Act (IRA) or other Federal Funding. Reporting Structure Reports directly to the Program Director.

Supervises three Green Coordinator positions. Work Environment & Expectations In-person work environment - depending on organizational needs. Occasional evenings or weekends for community events and meetings.
