Job Description

Located within CentrePort in Rosser Manitoba, just minutes north of Winnipeg. The Organization Prairie Rail Solutions (PRS) works to drive Manitoba’s short-line railway sector forward by delivering safe, reliable, customized track inspection, maintenance, and railcar storage solutions. PRS provides industry experience with Transport Canada compliance and modern maintenance practices to keep rail operations running efficiently.

Located within CentrePort, one of North America’s largest trimodal inland ports and Foreign Trade Zones, and with direct access to CPKC and CN mainlines, PRS connects industries to opportunity with practical rail solutions. The Opportunity Reporting to the Board, the General Manager will oversee the overall performance of the business, provide strategic leadership across all commercial, operational, and infrastructure functions, guiding PRS in delivering safe, reliable, and customer‑centered rail services while strengthening financial performance, governance, and stakeholder trust. Key Responsibilities Lead day‑to‑day operations, including train crew scheduling, coordination of railcar movements and oversee operational logistics, including track work planning, equipment readiness, and fuel management.

Transparent Board reporting and alignment of operational goals, financial performance, and long‑term strategy. Provide accurate and timely financial and operational reports to the Board and regulatory partners. Build organizational capacity by developing systems and SOPs, to support sustainable operations and growth.

Champion continuous improvement and innovation across safety, infrastructure, and customer service. Support integration of technology systems and digital asset management platforms. Manage PRS’s financial health through disciplined budgeting, cost control, and diversified revenue streams.

Lead the development of commercial agreements, tariffs, and storage contracts to enhance profitability and competitiveness. Identify funding opportunities and lead the preparation of grant applications. Serve as the key liaison with government agencies, Class I rail partners (CN, CPKC), investors, and customers.

Collaborate with the Vintage Locomotive Society, aligning business strategy with heritage and community mandates. Foster a proactive safety culture, ensuring all operations meet or exceed regulatory standards. Selection Criteria Post‑secondary education in Business, Transportation, Engineering, or a related field. 8+ years of progressive leadership experience across railway, logistics, or industrial operations.

Proven success in executive management, strategic planning, and infrastructure project delivery. Strong knowledge of Transport Canada regulations, CROR, and railway governance frameworks. Experience leading capital projects, such as track rehabilitation, equipment procurement, and yard development.

Ideal candidates will bring railway operations or transportation experience, infrastructure management, and logistics expertise with strong business acumen and public‑sector collaboration skills. Seeking an adaptive leader capable of uniting industry partners, investors, and community stakeholders around PRS’s vision of a sustainable and efficient regional rail network.
