Job Description

Overview Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Facilities and Asset Management in Washington, DC; Indianapolis, IN; Euless, TX; Aliso Viejo, CA. Salary: Salary listed reflects the rest of the U.S. scale and, if applicable, will be adjusted to meet locality pay or cost of living expenses of the duty location upon selection.

Duties Term Appointments: To meet agency needs, this position will be filled under a time-limited appointment, not-to-exceed (NTE) 4 years. This is not a permanent appointment, and does not allow for conversion to a permanent competitive service. You will be separated when the NTE date of this appointment is reached.

Probationary Period: The first year of service of a term employee is a probationary period regardless of the method of appointment. Prior Federal civilian service is credited toward completion of the required probationary period. Tenure of term employees: A term employee does not acquire a competitive status on the basis of his term appointment.

The employment of a term employee ends automatically on the expiration of his term appointment unless he has been separated earlier. As a General Engineer, you will become a key team member of Homeland Security professionals involved in serving as a general engineer and project manager. Responsibilities include overseeing various engineering or architectural projects, initiatives, contracts, and related facilities and asset management activities; applying expert professional knowledge of multiple engineering and scientific disciplines; evaluating, reviewing, and analyzing complex high-technology projects related to the enforcement mission of CBP.

Typical work assignments include: developing technical requirements, design standards, and engineering guidance for CBP's technical design standards; applying CBP design standards, local building codes, construction best practices, fire code, environmental policy, historical building regulations, and other applicable guidance; serving as an authoritative information source to address technical problems such as HVAC issues, power outages, building automation systems, fire alarm systems, water and air quality issues, site adaptations, and space constraints; collaborating with senior leadership, agency leaders, facility stakeholders, onsite management, facility users, government officials, program managers, and external partners; serving as a senior authority in areas such as design standards, engineering, fire and safety code, and Federal accessibility requirements. Qualifications You qualify for the GS-14 grade level with 1 year of specialized experience equivalent to the next lower grade level, performing duties such as: Managing and coordinating engineering or architectural projects, including planning, design, construction, and sustainment, in support of mission-critical facilities and operational spaces. Applying advanced engineering principles and technical practices to resolve complex facility issues (e.g., HVAC failures, power outages) and ensure compliance with regulations.

Providing recommendations for facility design standards, project requirements, and operational improvements; collaborating with senior leadership, contractors, and external agencies. Preparing technical documents, conducting cost estimates, evaluating proposals, and monitoring contractor performance to ensure compliance with contract requirements and agency standards. Leading or participating in multidisciplinary teams to develop and implement engineering solutions, conduct facility assessments, and ensure safety, accessibility, and environmental standards.

Basic Requirement: A. Degree in Engineering (ABET-accredited program or equivalent described in the announcement) OR B. Combination of education and experience with the specified licensure, exams, or coursework.
