Job Title: Financial Analyst Job Requisition ID: 82588 Ministry: Assisted Living and Social Services Location: Edmonton Hours of Work: 36.25 hours per week Classification: Finance 3 Salary: $2,935.39 to $3,850.29 bi-weekly ($76,614 - $100,493/year) The Alberta Public Service is taking a One Finance approach to the delivery of financial services. Financial services include the delivery of financial planning, reporting and operations, as well as ongoing engagement with policy and program areas to provide strategic decision-making support. The Housing Division within Assisted Living and Social Services uses a community-based delivery model to provide stable and sustainable lower-cost housing for Albertans in need.
Role Responsibilities Make an impact through meaningful financial oversight and partnership. Reporting to the Manager, Analysis & Administration, the Financial Analyst plays a key role in ensuring the financial integrity, accountability and sustainability of housing programs. Review and analyze program budgets, financial results and annual reports to identify risks and opportunities related to financial operations and compliance.
Monitor and reconcile audited financial statements to ensure alignment with established standards, agreements and reporting requirements. Partner with housing providers to deliver financial analysis, monitoring and compliance support, contributing to the development of annual program budgets and the processing and reconciliation of monthly operating payments. Help identify issues and work collaboratively to develop practical solutions that strengthen financial performance and accountability.
Operate within a framework of legislation, policies and standards, requiring strong knowledge of accounting principles and the ability to exercise sound professional judgment. Manage multiple priorities under tight deadlines, analyze data with accuracy and rigor, and confidently present and defend recommendations to stakeholders. Develop Networks โ Works alongside internal stakeholders (unit team, housing operations branch, Policy Planning and Analytics, Financial Support Services, Digital Business Supports) and external stakeholders (housing providers and their staff). Qualifications Required: University graduation in Business, Finance, Accounting, Commerce, Management or related field plus 3 years progressively responsible related experience; or equivalent as described below. Equivalency: Related diploma plus 5 years directly related experience.
Accounting designation and 1-year additional related experience. Assets: Professional accounting designation โ Chartered Professional Accountant (CPA) is preferred. Experience with financial planning (budgeting) and/or auditing experience in large, diversified organizations with subsidiaries.
Knowledge of auditing principles, schedules and familiarity with financial statements. Experience working with housing programs and associated agreements, program definitions and rules, processing of budget payments, financial accountability and templates. Strong ability to analyze and synthesize information drawn from reporting sources and develop recommendations based on findings.
Advanced skills in Microsoft Office tools (Excel, Word, Power BI). Solid understanding and experience with accounting policies, practices and theories such as GAAP and PSAS.
