Compensation and Benefits
The anticipated salary hiring range is up to$110,000 - $125,000per year, commensurate with qualifications and experience.
This is a CSU Management Personnel Plan (MPP) position.
The CSU system provides a comprehensive benefit package that includes medical, dental and vision plans, membership in the California Public Employees Retirement System (CalPERS), sick and vacation time, and 15 paid holidays a year. Job Summary
Reporting to the Associate Vice President of Strategic Enrollment, the Director of Recruitment and Special Programs primary responsibility is to supervise, develop, coordinate, implement and oversee vital comprehensive recruitment programs and initiatives to meet the university FTE goals and specific targets set by academic schools and colleges, and partnership programs such as Bulldog Bound, Bulldog Bound Transfer, High School Ambassador Program, Campus Tours Program, Academic School Recruitment program, and the coordination of recruitment events. The Director serves in a leadership role and is responsible for developing a comprehensive system of recruitment activities and ensuring the plan supports the goals and aligns with the strategic plan of the University, the CSU Strategic Enrollment Management plan, and new Student Success Framework. The Director works collaboratively with on and off campus initiatives and stakeholders to recruit students to the university and is responsible for overseeing the implementation of programs to successfully deliver a transformational experience for prospective students, parents, and stakeholders in all the areas mentioned above.
The Director leads the team of Recruitment Counselors and has oversight of the federally funded TRIO Programs: Upward Bound Programs, Educational Talent Search-Fresno, Educational Talent Search-Porterville, Educational Opportunity Center, and the state-funded Cal-SOAP Program. The Director recruit’s new freshmen, transfer, returning students and adult learners to Fresno State by executing strategies in accordance with the mission of the Office of Recruitment and Special Programs and meeting the enrollment target for the University. The Director oversees the research, assessment and implementation of technology in recruitment and management of the communication plan and the university's diversity/equity initiatives and programs.
This is achieved by engaging with students through multiple approaches such as college fairs, campus tours, school visits, presentations, workshops, recruitment events, creating and supporting pipeline programs, and pre-admission advising meetings.
The full scope of work is accomplished through exercising significant latitude and independence in performing assignments.
Key Qualifications
- Perform market research and analysis to effectively make strategic business decisions, inform recruitment strategies, and implement long-range program improvements; analyze trends, theories, and practices of student success and learning to develop and implement student services based on this analysis.
- Analyze and interpret policies and procedures and consistently apply them to solve organizational and operating problems within assigned areas.
- Ability to analyze and interpret financial data and make strategic business decisions.
- Effectively communicate and present clear and concise information both orally and in written form.
- Interpersonal and communication skills, including ability to work effectively with individuals from diverse ethnic, cultural, and socio economic backgrounds and collaborate across organizational lines.
- Organizational and time-management skills with the ability to work under pressure and manage multiple tasks and projects under competing deadlines while maintaining flexibility in response to constantly shifting priorities.

Education and Experience
- Master degree from an accredited institution of higher education.
- Fiveyears of progressively responsible experience with admissions/recruiting, outreach or closely related experience.
- Two years of experience in a professional administrative role successfully managing, supervising or leading recruiting/outreach or similar type of program.
Preferred Qualifications
Experience using technology, tools, and resources to improve processes and efficiencies such as prospect management, student lifecycle recruitment, predictive analysis, and streamlining admissions processing.
Experience developing and implementing outreaching and recruiting strategies and practices that result in quantifiable and measurable enrollment outcomes.
Experience using data analysis and measures to inform strategies and decisions.
Experience with common admissions and outreach management systems such as CRM (client relations management tools) and with PeopleSoft Student Administration system or comparable application.
Experience with prospective communication plan design and implementation.
Knowledge of federally funded programs (TRIO, Cal-SOAP and Special Programs).
Thorough knowledge of effective supervisory principles, practices, and techniques.
Experience working in higher education.
