Job Description

Housing Australia is the Australian Government’s independent housing delivery agency. It supports the delivery of Government programs to improve the supply of sustainable, long-term social and affordable housing, and supports home ownership for more Australians.

Our purpose is to improve housing outcomes for Australians – so when you join us, you're not just building a career, you're building a better Australia.

About the role

The Business Analyst plays a key role in supporting Housing Australia’s Home Ownership programs by partnering with business stakeholders and delivery teams to understand business needs, define requirements, and deliver practical solutions that improve customer and operational outcomes. Acting as the bridge between business and technology, the role contributes to the design and implementation of process improvements, digital initiatives, and data-driven capabilities that enhance service delivery, efficiency, and effectiveness. This is an exciting opportunity to help shape innovative solutions that support more Australians on their path to home ownership.

Key responsibilities

  • Lead business analysis activities across strategic initiatives, eliciting, documenting, and translating business requirements into user stories, process maps, business rules, and solution requirements.
  • Partner with stakeholders, technology teams, and delivery partners to design and implement solutions that improve customer outcomes, operational efficiency, and service delivery.
  • Drive process improvement and innovation, identifying opportunities for automation, digitisation, data-driven decision-making, and the application of AI-enabled capabilities.
  • Support solution delivery and adoption, including backlog management, requirements clarification, testing, user acceptance activities, and change impact assessment.
  • Embed strong governance, risk, and compliance practices, ensuring solutions align with business objectives, regulatory requirements, enterprise standards, and security-by-design principles.

Skills and experience

  • Proven business analysis experience, with strong skills in requirements gathering, process mapping, workshop facilitation, gap analysis, and translating business needs into practical solutions. Experience with Mortgages, LMI and Credit Risk is highly desirable.
  • Experience working across Agile, Scrum, hybrid, and waterfall delivery environments, with proficiency using tools such as Azure DevOps, Jira, and Confluence.
  • Strong understanding of business systems, data, and technology, including Microsoft Dynamics 365, Power Platform, integrations, APIs, and data flows, with the ability to work effectively with technical teams.
  • Excellent analytical, problem-solving, and stakeholder management skills, with the ability to navigate complexity, assess risk, influence stakeholders, and communicate clearly across all levels of the organisation.
  • Relevant qualifications in Business, Information Systems, or a related discipline, with business analysis and/or Agile certifications highly regarded. Experience or interest in AI-enabled solutions, Power BI, and modern business analysis practices will be advantageous.
