Job Description
Tech Talent International (SI) supplies technical talent to a variety of clients ranging from Fortune 100/500/1000 companies to small and mid-sized organizations in Canada/US and Europe.
We currently have a role as a Bilingual Project Manager - Microsoft Power Platform and 365 with our large consulting client on a long term project with a major investment bank in the downtown Montreal area. This role can either be a permanent role or a long term contract.

Location: Hybrid - Downtown Montreal, QC -(roles starts off 5 days in office for 1st 3 months, then turns into hybrid setup 3 days onsite, 2 days from home)
Salary: $120,000 - $130,000 + 9% bonus + 3-5 weeks paid vacation + 6% RRSP matching + benefits + sick/personal day + cell phone allowance + discounts for public transit and may other perks
Rate: $100-$110/hr as incorporated contractor
Language Requirements: English and French
Position Summary
The Senior Project Manager will define the project's scope, objectives and deliverables and manage any changes in partnership with the relevant teams. Responsibilities include developing detailed project plans, monitoring progress, managing risks and changes, overseeing the project budget, and maintaining clear and effective communication with stakeholders to deliver high-quality results on time and within scope.
This role extends beyond traditional project delivery. It requires establishing durable governance frameworks—including policies, environments, controls and operating models—that will enable multiple dependent initiatives to scale securely and sustainably.
The successful candidate will work closely with executive sponsors, product owners, solution delivery teams and external partners. The role requires strong governance and stakeholder-management capabilities, as well as the ability to navigate complex organizational dynamics while maintaining project timelines and budgets.
Candidates must also possess a strong understanding of technology and application-related project components, enabling them to effectively support delivery teams and identify relevant issues as they arise.
Responsibilities and Accountabilities
- Lead the initiative from planning through execution and closure, ensuring strategic alignment and delivery excellence.
- Establish durable foundations—including frameworks, operating models, policies and ways of working—that will support multiple current and future initiatives.
- Define and maintain the overall project roadmap, governance structure and performance metrics.
- Coordinate and align stakeholders across business, IT, architecture, security, operations and external partners.
- Facilitate decision-making, clarify accountabilities and resolve ambiguity within a matrix organizational environment.
- Manage complex interdependencies among multiple initiatives, platforms and teams.
- Align timelines and delivery sequences while identifying and mitigating cross-initiative risks.
- Drive delivery in situations where the scope and target state evolve over time.
- Apply iterative approaches to deliver early value, validate assumptions and adjust direction based on feedback and emerging constraints.
- Plan and manage the transition from project delivery to steady-state operations.
- Ensure that operational ownership, processes and accountabilities are clearly defined and embedded within the organization.
- Oversee vendors and external partners, ensuring contractual obligations and delivery milestones are met.
- Proactively identify and manage operational, compliance and delivery risks associated with enterprise-scale initiatives.
- Establish and maintain effective change-control and benefits-realization practices.
- Provide executive-level reporting and communication regarding project status, risks, decisions and outcomes.
- Champion Agile delivery practices and foster a culture of continuous improvement.
- Ensure compliance with BDC's project-management methodology and enterprise standards.
- Support organizational change management, stakeholder readiness and user-adoption strategies.
Required Professional Experience
- More than 10 years of experience in information technology.
- At least five years of experience in project or program leadership roles.
- Demonstrated experience leading the design, implementation and institutionalization of enterprise governance capabilities for Microsoft Power Platform.
- Experience with related Microsoft 365 and Dynamics 365 platforms and capabilities.
- Proven experience managing large-scale projects involving multiple delivery streams and external partners.
- Experience working with executive sponsors, product owners, architects, security teams, delivery teams and business stakeholders.
Education
- Bachelor's degree in business, information technology or a related field.
- Master's degree is considered an asset.
Technical Knowledge and Skills
- Strong understanding of Microsoft Power Platform, enterprise architecture and integration strategies.
- Knowledge of Microsoft 365 and Dynamics 365 environments.
- Proficiency with project and portfolio-management tools, such as Microsoft Project and EPM.
- Familiarity with Agile frameworks and hybrid delivery models.
- Ability to understand technical and business requirements, issues and constraints.
- Adaptability to emerging technologies and a strong commitment to continuous improvement.
- Project-management certification, such as PMP, is considered an asset.
Leadership and Interpersonal Skills
- Ability to evaluate initiatives within a broader enterprise ecosystem, identifying interdependencies, upstream and downstream impacts, and systemic risks.
- Strategic thinking and political acumen to navigate complex stakeholder environments.

- Strong leadership experience in an Agile delivery environment involving multiple squads and/or external delivery partners.

Language Requirements
- Full professional bilingualism in French and English is mandatory.
- Candidates must be able to speak, read and write proficiently in both languages.
