For information regarding reciprocity between the City of Los Angeles departments and LADWP, go to: http://per.lacity.org/Reciprocity_CityDepts_and_DWP.pdf DUTIES A Benefits Analyst performs professional benefits administration work by assembling, analyzing, and interpreting data and by preparing correspondence and reports with recommendations to management on diverse retirement benefits administration activities, issues, and problems; researches, resolves and processes retirement benefit claims and inquiries for members and their beneficiaries; provides written and oral responses to retirement inquiries, claims and requests for information; advises and counsels members, and beneficiaries on available benefits; initiates, compiles, calculates, and processes adjustments and manual payments; interacts frequently with staff and provides technical direction, guidance and training to other benefits administration staff; consults with plan providers, department representatives and other agencies; administers and evaluates employee benefit and retirement related contracts; and conducts benefits and retirement related workshops and presentations. May provide supervision, technical assistance, training, or act as a head worker to staff involved in providing benefits-related services; assists with associated general administrative tasks and performs related work. One year of full-time paid professional experience as a Management Assistant or in a class at that level performing duties in the evaluation and administration of employee benefits or retirement programs; or Two years of full-time paid experience as a Management Aide with the City of Los Angeles performing duties in the evaluation and administration of employee benefits or retirement programs; or Two years of full-time paid experience as a Chief Clerk or in a class at that level with the City of Los Angeles supervising staff engaged in employee benefits or retirement programs related work; or Two years of full-time paid experience as a Principal Clerk Utility with the Los Angeles Department of Water and Power supervising staff engaged in employee benefits or retirement programs related work in the Retirement Plan Office or Human Resources – Health Plans Office; or Three years of full-time paid experience as a Benefits Specialist with the City of Los Angeles.

A bachelor’s degree from an accredited four-year college or university may be substituted for one year of full-time paid experience in Requirement #2 and #5. PROCESS NOTES Applicants who lack six months or less of the required experience at the time of filing may file for this examination. However, they cannot be appointed until the full experience requirement is met.

Applicants filing under Requirements #1, #2, #3 or #4, using City experience, must submit with their application a “Verification of Work Experience” (VWE) form, with the required signatures, verifying their experience performing the work detailed in the Requirements section. The VWE form should indicate the type of work performed and the amount of time spent performing such work. This form may be obtained online at https://per.lacity.org/exams/vwe-sup.pdf.

Applicants may attach the completed form to their online application at the time of filing or will have seven (7) calendar days from the online submission date to email a copy of their completed VWE form, to [email protected]. The subject line of your email must include the exam title, your name and indicate it is a VWE. Applicants who fail to submit their signed VWE form within the time required will not be considered further in this examination and their applications will not be processed. The position of Benefits Analyst with the Los Angeles City Employees’ Retirement System (LACERS) and the Los Angeles Fire and Police Pensions (LAFPP) department requires, as a condition of employment, a valid Class C driver’s license issued by the California Department of Motor Vehicles (DMV). Applicants will be disqualified and candidates will not be eligible for hire if their DMV record within the last 36 months reflects three or more moving violations and/or at-fault accidents, or a conviction of a major moving violation such as DUI or DWI in any state or jurisdiction.

Notice of disqualification or ineligibility for hire may be issued by the City of Los Angeles at any time before a final job offer is extended. For qualifying work experience in Requirement #1, the term “professional experience” applies to positions that require possession of a degree from an accredited four-year college or university in order to obtain that position. Therefore, to be considered “professional,” qualifying experience must be gained in positions requiring a four-year degree. Please note that qualifying education must be from a college or university accredited by a City of Los Angeles recognized agency.

To meet anticipated hiring needs, only a limited number of qualified applicants will be invited to participate in the selection process in the following order: 1) Los Angeles City promotional applicants who meet the minimum requirements. You must have received a regular appointment to a City position or be on a reserve list to apply for this examination as a promotional candidate; 2) Applicants currently employed by the City of Los Angeles on a part-time or exempt basis who meet the minimum requirements; 3) Remaining applicants who meet the minimum requirements in sufficient numbers to meet hiring needs based on a random sampling of those qualified candidates. Applications submitted during the filing period may be kept on file in the event that additional applicants need to be tested to meet hiring needs.

The examination will consist entirely of an evaluation of professional and personal qualifications by interview. In the interview, the following competencies may be evaluated: Judgment and Decision Making; Analytical Ability; Attention to Detail; Supervision; Customer Service; Oral Communication; Written Communication; Job Knowledge, including knowledge of: defined benefit plans or defined contribution plans based on federal, state, and City laws, rules and regulations, including those required by the City Charter, Administrative Code, Internal Revenue Code, and employee benefits programs; policies and procedures related to workers’ compensation, organizations, and trends governing defined benefit plans or defined contribution plans; processes and procedures, such as benefits calculations and benefits counseling techniques; data processing and computer-based systems’ capabilities as they relate to benefits and/or pension administration functions and objectives; and other necessary knowledge, skills, and abilities. Prior to the interview, candidates will be required to prepare some written material related to the duties and responsibilities of a Benefits Analyst. This essay material will not be separately scored, but will be presented to the interview board for review and consideration, which may include discussion, in the overall evaluation of the candidate. Those who do not complete the advisory essay will not be invited to the interview and will be considered to have failed the entire examination.

Please note that candidates must complete the advisory essay and meet the minimum qualifications as stated on this bulletin in order to be considered further in the examination process. To be considered complete, the advisory essay must include a substantive response for each question or problem included in the advisory essay for which a candidate is required to provide an answer. The advisory essay will be administered online.

Candidates invited to participate in the examination will receive an e-mail from the City of Los Angeles outlining the specific steps needed to complete the on-line advisory essay. Candidates will be required to complete the on-line advisory essay between MONDAY, JUNE 1, 2026 and MONDAY JUNE 8, 2026. Candidates who fail to complete the advisory essay as instructed may be disqualified.

Candidates will be notified later by e-mail of the date, time, and location of the interview, which may be held in Los Angeles or online. It is anticipated that interviews will begin during the period of MONDAY, JULY 6, 2026 to FRIDAY, JULY 17, 2026. NOTES This examination is based on a validation study.

In conjunction with Civil Service Rules, applicants who have received a regular appointment to a City position or are on a reserve list will be considered Promotional candidates while all other applicants will be considered Open candidates. The promotional list will ordinarily be used ahead of the open competitive list. However, if open competitive candidates receive a higher score, without military credits, than the highest available promotional candidate, after adding seniority credit at a rate of 0.25 of a point for each year of continuous classified City service, the Civil Service Commission, upon request of the appointing authority, may approve certification of such open competitive candidates ahead of the promotional candidates.

In accordance with Civil Service Rule, Sec. 4.24, review periods may be combined. Candidates in the examination process may file protests as provided in Sec. 4.20, 4.22 and 4.23 as applicable and within the required time frame; however, the Personnel Department may respond to and resolve protests prior to the establishment of the eligible list. Notice: If you receive and accept an offer of employment to a regular position with the City of Los Angeles, your employee benefit coverage (including health and dental coverage as well as life insurance) will commence approximately six weeks after your original regular appointment.
